Yes. The writer seems confused as to what biological evolution is. It is a change in allele frequencies in a population. To be macroevolution, it would require the evolution of a new species. Which is what seems to have happened here.

The scientific definition of biological evolution, for those who were sleeping in biology class is:

"A change in allele frequency in a population over time."

Or before genetics, "descent with modification."

Again, evolution within a species is microevolution. Evolution that produces new species is macroevolution.
