John 3: 7 Marvel not that I said unto thee, Ye must be born again. 8 The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit. 9 Nicodemus answered and said unto him, How can these things be?

What follow next is Jesus explaining when people were going to be born again.

John 3:10 Jesus answered and said unto him, Art thou a master of Israel, and knowest not these things? 11 Verily, verily, I say unto thee, We speak that we do know, and testify that we have seen; and ye receive not our witness. 12 If I have told you earthly things, and ye believe not, how shall ye believe, if I tell you of heavenly things? 13 And no man hath ascended up to heaven, but he that came down from heaven, even the Son of man which is in heaven.

That was a hint in verse 13 above of a time that Jesus will have ascended to heaven.

John 3:14 And as Moses lifted up the serpent in the wilderness, even so must the Son of man be lifted up:

That was another hint in verse 14 above of a time of Jesus's crucifixion.

So it was after the time of His crucifixion and after His ascension was when believers will be born again by doing this in the next verse.

John 3:15 That whosoever believeth in him should not perish, but have eternal life.

Confirmation.

John 7:38 He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water. 39 (But this spake he of the Spirit, which they that believe on him should receive: for the Holy Ghost was not yet given; because that Jesus was not yet glorified.)

John 14:1 Let not your heart be troubled: ye believe in God, believe also in me. 2 In my Father's house are many mansions: if it were not so, I would have told you. I go to prepare a place for you. 3 And if I go and prepare a place for you, I will come again, and receive you unto myself; that where I am, there ye may be also.....6 And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; 17 Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you.....20 At that day ye shall know that I am in my Father, and ye in me, and I in you....25 These things have I spoken unto you, being yet present with you. 26 But the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you. 27 Peace I leave with you, my peace I give unto you: not as the world giveth, give I unto you. Let not your heart be troubled, neither let it be afraid. 28 Ye have heard how I said unto you, I go away, and come again unto you. If ye loved me, ye would rejoice, because I said, I go unto the Father: for my Father is greater than I. 29 And now I have told you before it come to pass, that, when it is come to pass, ye might believe.

This promise of the permanent indwelling Holy Ghost would be sent by the Father when Jesus was no longer present with His disciples, but had ascended above.

So what the disciples had received directly from Jesus of the Holy Ghost was a temporary indwelling in Matthew 10th chapter & John 20:22 because He was still with them before His actual ascension.

The remaining disciples were actually saved at Pentecost. That was when they were born again so that they would share the same testimony as every other believer from that time forth.

Hebrews 11:1 Now faith is the substance of things hoped for, the evidence of things not seen. 2 For by it the elders obtained a good report.

1 Corinthians 12:13 For by one Spirit are we all baptized into one body, whether we be Jews or Gentiles, whether we be bond or free; and have been all made to drink into one Spirit.

Galatians 3:14 That the blessing of Abraham might come on the Gentiles through Jesus Christ; that we might receive the promise of the Spirit through faith....26 For ye are all the children of God by faith in Christ Jesus.

1 Corinthians 1:9 God is faithful, by whom ye were called unto the fellowship of his Son Jesus Christ our Lord. 10 Now I beseech you, brethren, by the name of our Lord Jesus Christ, that ye all speak the same thing, and that there be no divisions among you; but that ye be perfectly joined together in the same mind and in the same judgment.
